Proclamation of Constitutional Authority

1C) Therefore, an article supported by facts and proof, can be used as testimony, because the author is a person

1) “We the People”, “establish this Constitution”
2)”This Constitution, and the Laws of the United States”, “under the Authority of “We the People”, “shall be the supreme Law of the Land”
1C) Therefore, “We the People”, establish “This Constitution, and the Laws of the United States”, “under the Authority of “We the People”, “[to] be the Supreme Law of the Land”
2) “The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people”
2C) Therefore, if the powers “delegated to the United States by the Constitution, nor prohibited by it to the States, [thus] reserved to the States respectively”, can be proven to act contrary to “the Supreme Law of the Land”, then under the Authority of, “We the People”, power is delegated to “We the People”

8C) Therefore, the powers temporarily transferred to, “We the People”, include the Executive, Legislative, and Judicial Branch, which will remain with, “We the People”, until all vacancies in the representation of any State belonging to our Democratic Republic are filled by Writs of Election issued by the Executive Authority

3) If the President is guilty of treason, “We the People”, will designate a temporary President of the United States of America

6C) Therefore, “Authority to enforce orders and to ensure they are carried out as intended”, shall be, “assigned to”, the President of the United States of America”, who is legally bound to, loyally enforce the Office of President of the United States, and will to the best of [his/her] Ability, preserve, protect and defend what the Constitution was established for, “in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity”, and “serious consideration applied to avoid damage or risk”, that the Laws be loyally enforced, as “Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States”
2) “He may, on extraordinary Occasions, convene both Houses, or either of them, and in Case of Disagreement between them, with Respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper”
3) “Extraordinary occasions” is defined as, antagonistic activity that is hindering the President’s legally bound commitment to enforce the Supreme Law of the Land, to the best of his/her ability
7C) Therefore, the President of the United States of America, may “convene both Houses, or either of them, and in Case of Disagreement between them, with Respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper”, if there is antagonistic activity that is hindering his/her legally bound commitment to enforce the Supreme Law of the Land, to the best of his/her ability
2) A law, person/s, and/or disaster is antagonizing the President’s ability to enforce the Supreme Law of the Land
8C) Therefore, the President of the United States of America, may “convene both Houses, or either of them, and in Case of Disagreement between them, with Respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper”
2) “All legislative Powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives”
3) “1:  The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;
2:  To borrow Money on the credit of the United States;
3:  To regulate Commerce with foreign Nations, and among the several States, and with the Indian Tribes;
4:  To establish an uniform Rule of Naturalization, and uniform Laws on the subject of Bankruptcies throughout the United States;
5:  To coin Money, regulate the Value thereof, and of foreign Coin, and fix the Standard of Weights and Measures;
6:  To provide for the Punishment of counterfeiting the Securities and current Coin of the United States;
7:  To establish Post Offices and post Roads;
8:  To promote the Progress of Science and useful Arts, by securing for limited Times to Authors and Inventors the exclusive Right to their respective Writings and Discoveries;
9:  To constitute Tribunals inferior to the supreme Court;
10:  To define and punish Piracies and Felonies committed on the high Seas, and Offences against the Law of Nations;
11:  To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water;
12:  To raise and support Armies, but no Appropriation of Money to that Use shall be for a longer Term than two Years;
13:  To provide and maintain a Navy;
14:  To make Rules for the Government and Regulation of the land and naval Forces;
15:  To provide for calling forth the Militia to execute the Laws of the Union, suppress Insurrections and repel Invasions;
16:  To provide for organizing, arming, and disciplining, the Militia, and for governing such Part of them as may be employed in the Service of the United States, reserving to the States respectively, the Appointment of the Officers, and the Authority of training the Militia according to the discipline prescribed by Congress;
17:  To exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of particular States, and the Acceptance of Congress, become the Seat of the Government of the United States, and to exercise like Authority over all Places purchased by the Consent of the Legislature of the State in which the Same shall be, for the Erection of Forts, Magazines, Arsenals, dock-Yards, and other needful Buildings;–And
18:  To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof”

9C) Therefore, when the President of the United States of America, “convene[s] both Houses, or either of them”, due to his/her hindered ability to loyally enforce the Supreme Law of the Land, Congress has all the legislative power needed to alleviate the President’s hindered ability to loyally enforce the Supreme Law of the Land
2) “In Case of Disagreement between them, with Respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper”
10C) Therefore, when the President of the United States of America, “convene[s] both Houses, or either of them”, due to his/her hindered ability to loyally enforce the Supreme Law of the Land, Congress has all the legislative power needed to alleviate the President’s hindered ability to loyally enforce the Supreme Law of the Land, but “In Case of Disagreement between them, with Respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper”
2) A delay in agreement runs the risk of dissolving our Constitution.
11C) Therefore, for the self-preservation of America, as “Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States”, who is legally bound to, loyally enforce the Office of President of the United States, to preserve, protect and defend the Constitution, the Supreme Law of the Land, the President has no choice but to act without the legislative powers of Congress. It is either preserve, protect, and defend the Constitution, or allow it to dissolve. The President is legally bound by oath and/or affirmation to execute what is needed to accomplish the former.

1) “The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened) against domestic Violence”
2) There is threat for invasion on a state/s in our Union
1C) Therefore, the United States shall protect each state from the threat of invasion, on application of the Legislature, or of the Executive (when the Legislature cannot be convened) against domestic violence
2) The Legislature is unable to convene due to their life being threatened, and there is threat of invasion and/of domestic violence
3) Or, the Legislature is unable to convene due to being in the midst of a threat of invasion and/or domestic violence
4) Or, there is a warrant out for the arrest of the entire Legislature, and there is threat of invasion and/or domestic violence
5) Or, the entire Legislature is under arrest, and there is threat of invasion and/or domestic violence
6) Or, the entire Legislature has left the country, and there is threat of invasion and/or domestic violence
7) Or, there is a Government shutdown, thus the Legislature is unable to convene, and there is threat of invasion and/or domestic violence
8) Or, the Legislature is compromised by corruption, and there is threat of invasion and/or domestic violence
9) Or, there is no acting President and Vice President to convene the Legislature before the next appointed date, and there is threat of invasion and/or domestic violence
10) Or, the resignition of key members of our Government, including Congress, the Vice President, and/or the President, prohibits Congress from convening, and there is the threat of invasion and/or domestic violence.
2C) Therefore, the United States shall protect each state from threat of invasion, on application of the, “Authority to enforce orders and to ensure they are carried out as intended”, shall be, “assigned to”, the President of the United States of America”, who is legally bound to, loyally enforce the Office of President of the United States, and will to the best of [his/her] Ability, preserve, protect and defend what the Constitution was established for, “in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity”, “serious consideration applied to avoid damage or risk”, that the Laws be loyally enforced, as “Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States”, against threat of domestic violence.

“5:  The Senate shall chuse their other Officers, and also a President pro tempore, in the Absence of the Vice President, or when he shall exercise the Office of President of the United States.”
“In Case of the Removal of the President from Office, or of his Death, Resignation, or Inability to discharge the Powers and Duties of the said Office,9  the Same shall devolve on the VicePresident, and the Congress may by Law provide for the Case of Removal, Death, Resignation or Inability, both of the President and Vice President, declaring what Officer shall then act as President, and such Officer shall act accordingly, until the Disability be removed, or a President shall be elected”
